this is just how I would improve it: spend less detail / polycount on the terrain stripes at the sides, also the trees (wind is nice, but can be seen only when the car has stopped), add a second layer of horizon (may be a masked panorama horizon cylinder, or a skybox containing the horizon), spend more detail on the street, reduce texture repetition by scaling UVs, add a 2nd texture layer to the asphalt, eg. wet areas, Steering is too sensitive. Collision at the roadside is too early. Camera follows too rigid, delay that slightly, so fine steering becomes more visible. Now it seems like the car is fixed to the camera, like the gun in a fps. Should be third person camera. Still, was fun to play. Car has great physics, should show that more often. Some little ramps on the track maybe.
I think it's pretty decent; the sound design could use work (there's a constant static beeping noise), and the obstacles only load when you're close to them. I don't play many racing games, but I find the driving pretty wonky as well. I do really love the map design and the overall visual design; it's very clear and it makes me feel like I'm in a 2000s game again :D
